Pretty sure she is the new Master. I guess it could be another one of those entities from outside our universe but even then, they’d tie it to the Master some how, otherwise it would be to far off script for the show to keep going. Either way, the belief is broken and the world is crimpled for me.
There is a theory that she is The Rani which would explain how she knows what a TARDIS is but only time will tell with her fourth wall breaks only serving to make the character oddly creepy.
