Republicans have been fearmongering about Islamic sleeper cells ever since 9/11, and yet not one has been uncovered let alone activated. Maybe you should read that link for yourself, because it does little but confirm my assessment. It is reasonable to remain vigilant and continue counterterrorism efforts, but the idea that there is some massive threat from Islamic sleeper cells is little more than a bogeyman. Privately radicalized individuals and homegrown domestic terrorism are a much more realistic threat than supposed sleeper cells.
