I know exactly what you mean. There’s the odd amusing moment that makes you chuckle, the sfx are ofc pretty awesome but no matter how much you try to look past the characters and naff empty storylines you just can’t.
FYI next bit has spoilers. One of the things that annoyed me the most is that they end up 900 years in the future with a new ‘recruit’ who had a trill symbiote who used to be a Star Fleet Admiral. You can instantly see the possibilities for the storylines that could come from that or how to incorporate they symbiotes history and knowledge throughout episodes similarly to Dax in DS:9. Nope. Writers thought it much better to focus on her and her bf’s, both non-binary ofc, on/off long distance relationship in the few episodes they focused on her. In fact about 40-60% of pretty much every episode of Discovery and Strange New Worlds is focussed on the crews love lives.

I saw a similar pattern in the Picard story arcs, for my part, I felt like the Picard series which I am only half way through season 2 as of yet, gave us tidbits of these would be amazing story lines/arcs and once they introduce said tidbit, they just veer off into a completely uninteresting plot line involving some mundane crew member that we really don’t care about and get left with a bad taste in our mouth, least that’s how I feel, that being said, Picard is better than even this. I am in a mixed relationship with Picard because I love Jean-Luc, and I am a huge fan of Seven, and I also happen to enjoy two of the other characters on the show, Agnes and Rios, but other than that, the show more or less fails to impress.
